Work on the creation of a rear-wheel drive passenger car of the highest class ZIL-4104 began in October 1974, and by the end of 1975 five prototypes were built. Over the next two years they were tested and refined; serial production model was launched in November 1978. The car was designed to serve the highest-ranking party officials and replaced the ZIL-114, produced since 1967.

To participate in parades on Red Square in 1981, a version in the amount of three copies was produced with automatically folding top (lowering-lifting time - no more than 20 s) and side window frames (ZIL-41044).

The body of the ZIL-4104 4-door closed all-metal type "limousine". The spacious cabin with three rows of seats freely accommodated seven people. Moreover, the front compartment was separated from the passenger back with a lifting glass partition, and the middle seats were folding.

A rich car equipment included air conditioning, heating and ventilation, electric windows, halogen front and fog lights, a radio with stereo speakers, improved interior trim materials and chrome lining on the wheel arches.

It is known that the ZIL-4104 was the last car used by the General Secretary of the Central Committee of the CPSU, L.I. Brezhnev. In 1983, ZIL-41045 replaced ZIL-4104.
